1. When do I need a driveway permit?
Construction of new driveway or relocation of an existing driveway entering upon a state, county or town highway requires a driveway entrance permit from the appropriate agency. For driveway permits for town highways, contact the Town Superintendent of Highways 845-255-1381. Application forms are available at the Town Office or can be downloaded from this website. For driveway permits for county highways, contact the Ulster County Highway Department at 845-340-3100. For driveway permits for state highways, contact the New York State Department of Transportation, Resident Engineer at 845-331-5533.
2. Who do I contact about a pothole in my street?
If you live on a town-maintained local road or street in the hamlet of Gardiner, contact the Town Highway Superintendent at 845-255-1381. If you live on a county-maintained highway (Albany Post Road, Bruynswick Road, Tillson Lake Road, McKinstry Road, Sandhill Road), contact the Ulster County Highway Department at 845-340-3100. If you live on a state-maintained highway (US 44-55, NY 208, NY 299), contact the New York State Department of Transportation, Resident Engineer at 845-331-5533.
3. How do I find out my street address?
The town of Gardiner has adopted a street (house) numbering plan for the hamlet of Gardiner. Contact the Town Assessor for address information (255-9388). For areas outside the hamlet of Gardiner, the mailing address assigned by the US Post Office is currently recognized as the street address for 911 Emergency and delivery purposes. Contact the US Post Office for your area code: Gardiner 255-xxxx, New Paltz 255-1140, Wallkill 895-2161.
4. Are there special street parking regulations during winter months?
Yes. Parking on town roads is prohibited between the hours of 9:00 p.m. and 7:00 a.m. November 15 through March 31 for removal of snow and ice. Any vehicle parked on the roadway which interferes with snow and ice removal will be towed away at the owner's expense by order of the Highway Superintendent. Please remember that cars parked along the side of a rural road at night during a snow or ice storm present a hazard to road crews and other motorists.
5. How is the speed limit established for local roads?
Speed limits posted on town roads require a recommendation by the town Superintendent of Highways, the approval of the County Superintendent and a Resolution of the Town Board. Speed limits posted on County and State highways require action by the respective departments.
6. Does the town highway department replace driveway culverts?
Driveway culverts are the responsibility of the individual landowner or developer, unless the culvert was damaged or removed as part of a road repair or construction project undertaken by the town Highway Department.
7. May I plow the snow from my driveway into the street?
Do NOT plow snow into the street. Chapter 143-3(B) of the Municipal Code specifically prohibits the pushing or placing of any snow or ice into any public highway. Violators are subject to an appearance ticket and possible fine. You may plow, blow or pile the snow anywhere on your property except where it may interfere with visibility at intersections, adjacent driveways or highway drainage.
8. Where do I place my mailbox on a town road?
The mailbox and mailbox post should not obstruct traffic, interfere with drainage or interfere with the efficient removal of snow and ice during winter months. The upright post should be located approximately 5 feet from the edge of pavement, and the door end of the mailbox should be a minimum of 2 feet from the edge of pavement. The mailbox should be 40 inches above the edge of pavement. Contact your postmaster for dimension requirements for the mailbox. Contact the Superintendent of Highways if your mailbox installation does not conform to these minimum standards. Be careful that the mailbox will not interfere with snow removal.
9. What specifications apply to a new driveway entering onto a town road?
Any new driveway entrance onto a town road requires a driveway permit from the Superintendent of Highways. There is a limit of one (1) driveway entrance per lot, with a minimum driveway width of 15 feet at the pavement line. The lot owner or developer must install a drainage culvert beneath the driveway at the ditch line unless a waiver is granted by the Superintendent. The culvert must be a minimum of 12 inches diameter and a minimum of 30 feet length. The driveway profile must enter the public road at a negative grade of -2% extending for at least 15 feet from the edge of pavement, to prevent storm water washing from the driveway directly into the public thoroughfare. 10. Who do I call if I reside on a State-maintained or County-maintained highway?
If your road has a painted yellow centerline and/or a painted white fog line along the edge of pavement, it is maintained by either the State or Ulster County. Inquiries, complaints or permit applications for these roads need to be sent directly to that agency. State-maintained highways are the following: NY Route 32, NY Route 208 and Route US44-NY55.
